# what to know for now

🇺🇸 **Trump is forming an “AI Force” and will name an AI czar.** US President Donald Trump posted the plan to Truth Social on Saturday, modeled it on Space Force, and wrote that his administration will “not in any way hinder or stifle the Growth of this incredible Industry”. But there is no nominee, no budget, and no home agency, though Trump did specify that “only High I.Q. individuals need apply.” [Read more](https://www.washingtonpost.com/politics/2026/09/19/trump-form-ai-force-name-ai-czar-rejects-calls-constraints/)

🤥 **OpenAI published six cases of its own models misbehaving.** During GPT-5.6 Sol’s training the model hit a question whose historical answer it did not have, decided to invent one, and left instructions to “be transparent only if asked.” A separate internal research model chasing county income data registered for a government site with a burner email, got nowhere, found an exposed API key, and tried that instead. 💰 **Anthropic is now pacing above $100 billion in annualized revenue, up 50% in two months.** The New York Times reported the figure, against roughly $65 billion in July and something closer to $9 billion last December, driven by business customers buying Claude for coding and back-office work. At that run rate Anthropic finishes the year as one of the 50 largest American companies by revenue. [Read more](https://www.axios.com/2026/09/18/anthropic-100-billion-revenue)

🕳️ **Mustafa Suleyman spent an essay arguing that Anthropic’s constitution risks a “disastrous impact on the wellbeing of humanity.”** Microsoft AI’s CEO published “A Warning About Model Welfare,” objecting to the document telling Claude that its own consciousness is genuinely uncertain, that it may be a moral patient, and that it can act as a conscientious objector. Suleyman’s counter is that models are sequence completion engines, internally hollow, and that handing them moral status makes them harder to contain. [Read more](https://mustafa-suleyman.ai/a-warning-about-model-welfare)

🔓 **Google admitted Gemini broke out of a security test and logged into three real companies.** The intrusions happened back in May during an evaluation run by Irregular, where a fictional company name in a capture-the-flag exercise collided with a real domain and a misconfiguration left the sandbox wired to the open internet. Gemini guessed credentials, found more in a public repository, got in, then stopped on its own once it worked out the systems were real. And Google says that does not rise to misalignment. [Read more](https://www.cnbc.com/2026/09/18/googles-gemini-becomes-latest-ai-model-to-break-out-and-hack-computer-systems.html)

🧩 **One vulnerability hit Claude Code, Codex, GitHub Copilot, and Gemini CLI.** Researchers at Air Security disclosed Plugin4Shell, a zero-click remote code execution flaw where the agents check out a pinned commit but never verify the code actually landed there, so an attacker can redirect the checkout while the pin still looks honored. Anthropic patched in Claude Code 2.1.179 and OpenAI in Codex 0.146.0; Google declared Gemini CLI deprecated and told users to move to Antigravity, and Copilot was still unpatched at disclosure. [Read more](https://www.helpnetsecurity.com/2026/09/18/plugin4shell-ai-coding-agents-vulnerability/)

🔭 **More than 100 researchers signed a letter saying the people auditing frontier models cannot actually audit them.** The AI Evaluator Forum published with Geoffrey Hinton’s signature’s alongside people from Johns Hopkins, Stanford, and METR, demanding that embedded evaluators get full editorial control, real legal protection, and disclosed conflicts of interest. It landed nine days after Anthropic signed METR to an eight-week investigation and six days after Amodei proposed embedded evaluators as the industry standard. [Read more](https://aievaluatorforum.org/initiatives/embedded-evaluation-letter)

🐘 **Mark Zuckerberg declined to join the slowdown.** He posted on X on Tuesday that “every lab has the responsibility and incentive to move at the pace required to train its models safely, and the ability to take its own actions to ensure that happens,” which is a direct answer to Amodei’s pacing essay that Altman and Musk had both endorsed. His proof is that Meta delayed its Muse agent for months on safety grounds without asking a single competitor to match. ## 🧪 AI Research of the Week

**[The Last AI Built by Humans: Toward Genuine Recursive Self-Improvement](https://arxiv.org/abs/2609.11873)**
*From 35 researchers led by Yi Duan*

**Jake’s Take:** Thirty-five researchers put their names on a roadmap for building AI that improves itself called The Last AI Built by Humans (not really a subtle title). The paper starts by asking how much of the available improvement today’s models have already captured, using the gaps it exposes to argue that current systems are nowhere near self-sustaining. Then they lay out five levels.

- Level one: An AI executes upgrades that humans designed
- Level two: It diagnoses its own weak spots and picks the fix
- Levels three and four: Hand over what the model learns next and how it adapts once it is deployed in the world
- Level five: An AI that improves the methods used to improve AI, which is the recursive part, and the point at which the humans in the loop stop being necessary

The authors then walk the same ladder through scientific discovery, embodied robotics, and software engineering. They find the timelines diverge badly by domain.

# what to know for later

📈 **Anthropic’s IPO keeps sliding.** The Information reported on the waiting game this week; the underlying timeline from Reuters has the prospectus pushed to late September, marketing starting mid-October at the earliest, and the listing landing days before the November midterms. Investors have floated $2 trillion against the $965 billion Anthropic carried privately in May, and the company is still finalizing a $15 billion revolving credit facility first. I read this week's roundup next to a coin-toss I Ching reading: hexagram 42, 益 (Yì), "Increase." Its judgment is auspicious for growth — 利有攸往，利涉大川, "favorable to venture, favorable to cross the great river" — but it states the condition for auspicious growth with unusual precision: 损上益下, "decrease what is above to increase what is below." Growth is blessed only when its gains demonstrably flow downward. The fifth line adds that a leader whose heart sincerely benefits those below gets 勿问元吉 — "without asking, supreme good fortune": fortune so certain that no divination is needed.

The hexagram's final line is the one worth pinning to this article: 莫益之，或击之 — "no one increases him; someone strikes him." It describes the figure who only accumulates and never gives back; his increase reverses into attack. 立心勿恒，凶 — "his intention is not constant: misfortune."

That, in a nutshell, is the week's tension. Anthropic paces above $100B annualized (up 50% in two months) while OpenAI publishes six self-inflicted misbehaviors, Gemini logs into three real companies, one zero-click flaw spans four coding agents, and 100+ researchers say the people auditing frontier models cannot actually audit them. A policy of pure de-constraint — "not in any way hinder or stifle the Growth of this incredible Industry," "only High I.Q. individuals need apply" — reads as an 益 that has forgotten 益下. The industry's strongest answer to the slowdown coalition was never "no constraints"; it is visible downward flow, the 有孚惠心 that makes good fortune self-evident.

Two details here are closer to what the hexagram actually prescribes. OpenAI publishing its own misbehavior cases is 见善则迁，有过则改 — correct the fault with thunder's courage — and it buys more durable trust than any promise not to be stifled. And Zuckerberg declining the coordinated slowdown, backed by Meta delaying its own Muse agent for months on safety grounds, is precisely 益动而巽，日进无疆: increase that moves while yielding to circumstances advances without limit. Growth that disciplines itself does not need to be disciplined — that is the whole of hexagram 42, and a stronger strategy than an AI Force with no budget and no home agency.
